Wayne Fillingame – President & General Manager

Wayne began his career in the concrete business in 1978 when he joined Marine Concrete Structures. Since that time he has played a key role in the design and fabrication of concrete barges and gravity based concrete structures for both the domestic and international markets, from concept to delivery. At the same time he has developed an equivalent expertise is the design and production of concrete building components, both structural and architectural. As President of Concrete Products, he is in charge of business development, design and construction of our products while managing a highly trained workforce.

William J. Dares, Jr. – Vice President

Bill earned a Bachelor of Science degree in Business Administration from Louisiana State University in 1988. He has extensive project management, quality control, business management, business analysis, materials and efficiency development experience with over 21 years in the Marine and Oil & Gas Industries. Since coming to Concrete Products in 2002, he has modernized the quality program, implemented an effective project management program and established effective client relationships, all of which have ensured the timely delivery of quality constructed projects. Bill is responsible for the company’s business management, quality control and for successful project execution from the tendering process through design, construction and delivery of the final product.

Saad E. Moustafa, Ph.D., PE – Engineering Manager (Lead Design Eng.)

Dr. Moustafa is an accomplished engineer with a Ph.D. in Structural Engineering and Structural Mechanics from the University of California at Berkeley. He has over 30 years of engineering experience specializing in design, analysis, research and examination of concrete structures. Dr. Moustafa is credited with over twenty-five publications on these and other related subjects. He has engineered over thirty reinforced concrete barges for Concrete Products clients for use as offshore oil production facilities in the Gulf of Mexico and Nigeria. His extensive experience with reinforced concrete permits Dr. Moustafa to offer creative, cost effective engineering solutions that safely meet your operational needs.

Frank L. Anastasio, Jr., PE – Estimating Engineer & Sales Consultant

Frank is a Professional Engineer with over 30 years experience designing and building concrete structures for the marine environment. He earned a civil engineering degree from Louisiana State University in 1970. After working as a structural engineer, Frank became President of Marine Concrete Structures in 1978. In 1982 he became part owner and President of Production Management Structural Systems. American Oilfield Divers acquired P.M.S.S. in 1996, then Acergy’s predecessor company Stolt Comex Seaway acquired A.O.D. in 1998, under which, Frank continued to serve as President and General Manager until 2000. Today, Frank specializes in sales and estimate engineering.
